"special report" online starts right now. >> shepard: attack on 9/11. 11 years to the day after terrorists struck here, questions about whether terrorists struck again and murdered americans at a u.s. post in libya. now on the fox report, the victims, who killed them, how did they pull it off? and breaking right now, two u.s. warships are moving toward the libyan coast. [gunfire] >> our u.s. diplomatic post in benghazi, libya, was attacked. heavily armed militants assaulted the compound and set fire to our building.

[gunfire] >> among those killed was our ambassador. >> my name is chris stevens and i'm the new u.s. ambassador to libya. >> there is absolutely no justification that type of senseless violence. none. >> this attack on american individuals and embassies is outrageous. >> shepard: now from the white house, promises of justice. and increased security at american diplomatic posts all over the world. and that is first from fox this wednesday night as this news story continues to develop overseas even as i speak. there are questions tonight about whether this violence was not spontaneous at all. but instead a carefully calculated plot coming exactly nine years after the attacks of 9/11. yesterday, somebody killed four americans and wounded three others an attack on the u.s. consulate in benghazi in libya. among the dead, according to

the intelligence he has received. this looks like a well planned operation targeting our ambassador. >> i have no doubt about it. it was a coordinated military style commando type raid that had both direct fire and indirect fire. >> shepard: nothing like that. overseas to this nation since 1979. senior u.s. officials now say the attack gab at 4:00 p.m. -- began at 4:00 p.m. eastern time. within 15 minutes the gunman had gotten into the building. we will have more on that in a moment what happened once they got in there and the details are very interesting. the white house condemned the violence. the president warned the killers will not go unpunished. initial reports say the attack went down over a protest over a movie filmmaker in california that prophet mohammed. we saw similar protest in cairo with demonstrators climbing the walls and target

down the american flag. you may have seen it yesterday. in fact, right now we are seeing live images of another demonstration outside the embassy in dire cairo. these are live pictures coming to us as they have gathered outside not the embassy in benghazi, this is the embassy in cairo, egypt. are tensions inflamed? there is no question. how does this end? there is no way to know. there are many questions about whether yesterday's protest were a cover, a cover for an attack timed to happen on 9/11 on u.s. soil overseas. an attack to avenge the death of the al qaeda's second in command. the top terrorist deputy died in a drone strike in pakistan way back in june. that deputy is libyan. i reported here yesterday how the current leader of al qaeda, the man who took over for usama bin laden appeared in a video urging americans to attack americans in revenge.

that members of the senate intelligence committee is into possible connection. >> the coincidence of the timing is extraordinary. and in our investigation into this, we obviously need to find out if that was a link or if this was accidental. >> shepard: early signs the attack was indeed planned in advance. but it's too early to know for sure. regardless, the president announced today he has ordered tighter security at u.s. diplomatic posts all around the world. the effort? protect all of those who stand in service of our nation. those including like the ambassador christopher stevens who yesterday paid for his service with his life. "the fox report's" chief correspondent jonathan hunt is live in our newsroom in new york where we are gathering breaking details now. jonathan, there were signs early on that this was a very different event from the protest that happened in cairo, egypt.

>> yeah. superficially as they unfolded yesterday, they may have and similar. but when you took a closer look, there were very significant differences. for instance, the cairo protest took place in broad daylight. a large mob, at least 1,000 according to some eye eyewitnesses marching on the embassy. not appearing to try to breech the embassy building itself just get on top of that wall. they were all apparently as well unarmed. now go to benghazi, libya. very different. an operation carried out under the darkness of night by a much smaller group, around 20 heavily armed militia. guns and rocket-propelled grenades, an attack according to a lot of experts could not have taken place without some significant planning about. then on top of that, shep, there is the timing. this attack came just hours after that al qaeda video you had mentioned had called for

libyans to carry out attacks against u.s. interests in libya. and then there is the simple fact which may be even more significant, that this was the anniversary of the 9/11 attacks. it may have been planned all along for that specific day, shep. >> shepard: jonathan, so many different conflicting, frankly, reports about how exactly our ambassador died. >> and one of the problems here, shep, is that there is a period of several hours between the last time ambassador stevens was seen by any other staff in that consulate and the time in which his body was returned to u.s. personnel at benghazi airport. now, the associated press talked to a doctor who claimed to have treated ambassador stevens. we are going to show you now a picture of him when he was apparently unconscious in the consulate compound. turn away if you are slightly squeamish, this is a picture of ambassador stevens. we're putting it up right now.

we have shown that to some of our medical a team here. they say it is not -- looking at him there, it's not inconsistent with the libyan doctor's claims that he died from severe smoke inhalation but the same time it's not definitive. and you can also clearly see a significant looking gash on ambassador stevens' head there whatever the cause of death, he died doing a job he loved. as is hauntingly obvious when you look back now at a state department announced video announcing his appointment as ambassador to libya. look at this. >> my name is chris stevens, and i'm the new u.s. ambassador to libya. i had the honor to serve as the u.s. envoy to the libyan opposition during the revolution and i was thrilled to watch the libyan people stand up and demand their rights. now i'm excited to return to libya to continue the great work we have started. >> he did, of course, go back

to libya. now he is returning home one last time, shep, having given his life trying to create a better post qaddafi libya. shep? >> shepard: jonathan, thank you. i want you to see these live images coming to us from cairo, egypt. i will let the pictures speak for themselves. our producers have been watching closely over the last minute as our newscast came on the air this evening and they have witnessed people throwing rocks and bottles and the like. general unrest. this is outside the american embassy in cairo. we have nothing to indicate at they have tried to penetrate that embassy. of course, security has been beefed up. but as to the murder of our ambassador, jonathan it, is the reporting that he was missing for a long time. and that nobody seemed to know where he was. further, that marines were not there to protect him at the time and that some of the locals actually took him to a hospital. >> yeah, that's right. what we know, shep, the initial attack occurred around 4:00 p.m. eastern.

around 5:20 eastern, there was an attempt made by local security to regain control of that consulate. they were beaten back by these libyan extremists who had carried out the attack. at that point, ambassador stevens was missing. that was about the last point anybody saw him. then u.s. personnel were able to get back into the consulate building around 8:30 eastern. but ambassador stevens was not there at that point. it's believed he was taken to this hospital. the associated press reported interviewing this doctor who claims to have treated ambassador stevens but it was several hours after that that his body was returned to u.s. personnel at benghazi airport. so there is a big time line here where frankly no one knows what happened to ambassador chris stevens, shep. >> shepard: jonathan hunt beginning our coverage. thanks. u.s. military officials confirm to fox news that some

50 marines are headed to libya to protect additional security or to provide additional security after the attack. and there is other breaking news as well that i mentioned at the top of this newscast. jennifer griffin is live at the pentagon this evening. jennifer, the headline that two united states warships a headed to libya this evening is a disturbing one. >> well, shepard. we have just confirmed from u.s. officials that those two warships, they are guided naval destroyers. one of them the uss mcfall is in the mediterranean. it's being moved off the coast of libya. also the uss la boone. a second u.s. destroyer being prepositioned we are told for basically contingency planning. contingency purposes according to u.s. officials. meanwhile all u.s. personnel have been evacuated from ben ben -- benghazi. none are left near the consulate. it's being guarded by local police at this time. u.s. a air force is transporting the bodies of

those killed including ambassador stevens to germany where the wounded will be treated at land stool. the ambassador and three others killed will be returned to the united states, shepard. >> shepard: some questions about where all of this will lead, jennifer. what do we know about the marines presence inside libya. >> the marines were not guarding the son skull consulate in benghazi. we are used to marines guarding embassies around the world. they were guarding in tripoli not in benghazi. the state department had regional security officers, local -- sorry, not local but contractors who do that job. they were there with the ambassador at the time. what we do know now is that 50 marines have been sent from a naval base in rota, spain. they will be in tripoli in the cap attachment it's not clear what their assignment will be. they are not planning to go to benghazi at this time. the attack lasted for four hours and was multi-staged as we reported, shep. it was well-planned and did

not appear to be the result of the protest surrounding that anti-islamic video according to officials we have spoken to. that may have been a ruse for the planned benghazi attack which fell on 9/11, shepard. >> shepard: nevertheless, there were those inflamed by that and appears may be this pastor in florida about whom we have heard some times he threatened to burn the koran and eventually had high level contacts with the american government. i guess he had reposted or streamed this video and now there is contact with this guy who runs some sort of church in florida. >> well, he had -- he was promoting this video, which had been retranslated and reposted on 9/11. and today we learned is that the chairman of the joint chief of staffs general martin dempsy placed a brief call to this pastor in florida asking him to distance himself from the video. to not keep promoting it general dempsy is very concerned that this could spur more violence in afghanistan where, of course, there are

74,000 troops, shepard. >> shepard: jennifer griffin at the pentagon. thank you. president obama today said it's especially tragic that ambassador chris stevens died in benghazi because that's the city that he helped save as the libyans rose up against their own government. our president is promising that whoever did this, whoever carried out this attack will pay. his words from the white house coming. and what secretary of state hillary clinton now says about libya's future as an american ally. a foreign crisis has erupted. americans murdered overseas. from the journalists of fox news, our coverage continues in a moment.

president obama condemning what he calls the outrageous attack on our consulate in libya. he is also promising justice will be done. >> we are working with the government of libya to secure our diplomats. i have also directed my administration to increase our security at diplomatic posts around the world and make no mistake, we will work with the libyan government to bring to justice the killers who attacked our people. for his part accusing governor romney of sending mixed signals to the world. tonight the president is responding. this began yesterday with a statement from the american embassy in cairo, condemning anti-muslim video here in the united states. initial reports indicated that the video may have triggered the attacks. the embassy in cairo put out this statement before we knew americans had died. quote: we firmly reject the actions by those who abuse the universal right of free speech to hurt the religious beliefs of others. then, after it was learned

that a consulate worker had died. we didn't know whom or how, governor romney released this statement, quote: it's disgraceful that the obama's administration's first response was not con-to-condemn attacks but sympathize with those who wage the attacks. and the obama campaign then responded. we are shocked that at a time when the united states of america is confronting the tragic death of one of our diplomatic officers in libya, governor romney would choose to launch a political attack. well, today governor romney is standing by his statements. >> the statements were inappropriate. and, in my view, a disgraceful statement on the part of our administration to apologize for american values. a statement that came from the administration was a statement which is akin to apology and i think was a severe miscalculation. >> shepard: our chief white house correspondent ed henry on the north lawn tonight. ed, the president responding to governor romney? >> that's right. he certainly is earlier today

in the rose garden the president ignored any of this political back and forth. but he had a previously scheduled interview with cbs' 60 mince he told steve croft that he thinks mitt romney flew off the handle here and didn't have his facts straight. take a listen. >> there is a broader lesson to be learned here. you know, governor romney seems to have a tendency to shoot first and aim later. and as president, one of the things i have learned is you can't do that. that, you know, it's important for you to make sure that the statements that you make are backed up by the facts and that you have thought through the ramifications before you make them. >> as you noted, governor romney still standing his ground though insisting he didn't fly off the handle and believes he still was in the right here. bottom line is, we have got three presidential debates coming up next month. a lot of people thought it was going to be all about the economy. i feel like foreign policy now is going to be a lot of questions now, shep. >> shepard: it would certainly appear. as we have reported here it's widely believed these may have been planned attacks.

spring. a "new york times" blogger writes that soon after the ambassador took that job, he sent out an email to friends and family about the situation there in libya. part of it reads: the whole atmosphere has changed for the better. people smile more and are much more open with foreigners. americans, french and british are enjoying unusual popularity let hope it lasts. chris stevens is the first u.s. ambassador to i do at -- de at the hands of terrorists in more than three decades. james rosen is life in washington. james? >> shep, good evening, a northern california native john christopher stevens graduated from the university of california at berkeley and volunteered for the peace corps in the early 80's. he would spend two years in the hills of morocco teaching english. he fell in love with this volatile region. during the arab spring clinton tapped stevens who become washington wants envoy to the libyan rebels. at that time stevens arrived in benghazi the city where he later died on a cargo ship.

stocks edge hedged higher and sent the dow. didn't take much. nasdaq 9, s&p up 3 to close at nearly four year high. analysts expect the fed to announce new plans to revive our sluggish economy when a two day federal reserve meeting comes to a close tomorrow afternoon. >> i'm shepard smith. this is the fox report. it's the bottom of the hour, time for the top of the news. and the deadly attacks on the u.s. consulate in libya should be treated like an act of war. that from the iowa republic senator chuck grassley to c-span this morning. but today on "studio b," former state department spokesman p.j. crowley noted we are still very early in the investigation. >> we don't know all that we need to know about what happened yesterday. but certainly this would be consistent with the struggle that we have been dealing with since 9/11. a struggle against al qaeda, either its formal affiliates

or sympathetic supporters. >> the u.s. is set to give libya as much as $20 million in aid this year. tonight, some lawmakers are calling for the u.s. to cut that off. and now the u.s. embassies in egypt and six other nations warn that the violence in libya could spark more anti-american protests and more attacks. wendell goler at the state department for us tonight. we can't know yet, despite the statements that have been made today, but if this is an act of war, who is the enemy? >> well, shep folks here feel it's too early to tell. libya is really controlled by a number of militias that banded together to take down muammar qaddafi and now jealously control little bits of territory. the government is not strong enough to disarm them and that's a problem because security at diplomatic installations is mainly the responsibility of the host country. now, the consulate in benghazi doesn't have marine detachment like thest boekham in tripoli.

it's a group of houses and annex. u.s. officials say libyan security force and at least one the militias eventually joined the fight against the attackers. secretary of state clinton made clear the enemy is not the libyan government. >> this was an attack by a small and savage group. not the people or government of libya. everywhere chris and his team went in libya, in a country scared by war and tyranny, they were hailed as friends and partners. glmg ambassador chris stevens went to benghazi regularly. he had strong ties in eastern libya, which is where the revolt against muammar qaddafi began. shepard? >> shepard: wendell, what's the level of concern? could you quantify it, the level of concern that this violence will spread? >> well, the president has sent a contingent of marines, about 50 of them to beef up security at the embassy in tripoli. and he personally phoned

afghan president harmid karzai today an appeal to him to maintain calm. of course afghanistan has a history of violent reaction to what it sees as insults to islam like the film that was initially blamed for the benghazi attack. the taliban released a statement in kabul today calling on afghans to take revenge on u.s. soldiers over the film. taliban members dressed as soldiers or converts in the afghan army have taken an increasing toll on nato troops last month, amounting for a third the deaths in afghanistan. and there was a demonstration today in tunas. police using tear gas and rubber bullets to disperse a protest near the u.s. embassy there. there were no reports, however of casualties and the to your knowledge army successfully guarded the embassy. it is, however, not clear that the film was responsible for the benghazi attack, which u.s. officials say was complex and well-planned and not simply a protest spiraling out of control. as the chairman of the house

intelligence committee, mike rogers put it, this was not some folks who had guns in their garage and said let's go shoot up the country country consulate. four victims. ambassador and foreign services officer named sean smith. he was reportedly an air force veteran. married with two children. according to reports, the american diplomat was also an avid online gamer and a top player of the internet role playing game eve online where he went by the name vile rat. according to the statement department he had been in the field for a decade serving in iraq, canada, south africa and netherlands. he was in libya on temporary assignment. as recently as this morning it appeared to many that the deadly attack in libya was nothing but a violent reaction to that one anti-muslim video from one guy that went viral.

of course now as wendell reported there are many indicates that that is not the case. this video itself is an even bigger mystery. the supposed director is a guy named sam busiel. he told the associated press he is an israeli-born writer and that he went into hiding in california. but the state department has no record of anybody with that name, nor does the israeli government. and at least one actor in the video claims to have had no idea the contented was so i incendiary. the chief intelligence correspondent catherine herridge is live in washington with details on this. catherine. >> we first knew about the so-called filmmaker came from that brief interview associationed by the associated press. rae developer who self-identifies as israeli jew. this is a political move. the u.s. lost of lot of money and people in the wars in iraq and afghanistan but we're fighting with ideas. new demos play out in cairo tonight. you are looking at live

pictures. of the reporting earlier today that 13 million trailer innocence of muslims posted on youtube was to blame and this so-called director telling the a.p. further, quote: i feel the security system at the embassies is no good. america should do something to change it but based on our reporting and our extensive search of known databases throughout the day, no records can be sound for a sam bacile. that am murrish video that trailer may not be a full length movie after all. executives at the major hollywood studios reporting they had no record of financing, casting for that project, shep. >> shepard: that project certainly inflamed a lot of people there is a lot of evidence that the movie was not maybe in any way connected but as a distraction possibly in benghazi. >> this is one of the biggest developments of the day. chairman briefed multiple times by the intelligence community on developing situation in libya and egypt broke it down this way. he does not think the attack in libya was driven by this film and alleged insult to the

prophet mohammed. >> i think the movie was, at least what the folks in egypt are saying, i don't think the movie had anything to do with what happened in libya. and you remember, even when the cartoons about mohammed came out, it was months before -- between the publication and an actual act of violence. >> the congressman also told me that several groups were being considered by the intelligence community as part of its investigation. including pro-al qaeda groups by the libyan islamic fighting group or the lifg and significantly their traditional base is in benghazi, shep. >> shepard: catherine herridge on the intelligence from washington. much more on this developing situation in libya ahead. we're continuing to watch live pictures coming out of cairo. first, the white house responding to accusations it snubbed the prime minister of israel. and today governor romney took controversy right to the campaign trail. that's ahead.

>> shepard: white house now insists the white house never got a request for president obama to meet with benjamin netanyahu. the president called the prime minister last night and the two men spoke for just about an hour. this comes after the israeli leader urged the united states and other nations to set a quote red line for iran's secretive nuclear program. the prime minister said yesterday if other world powers do not establish clear limits for iran, they cannot stop israel from taking military action. president obama has repeatedly said that no option is off the table in dealing with the suspected nuclear threat. but he calls diplomacy the preferred solution. leland i have vittert is live ir jerusalem newsroom this evening. how is this situation playing there in jerusalem domestic consumption? >> shep, literally playing out in the front page of every major daily newspaper. the headline here translates obama doesn't have time for netanyahu. the israelis are standing by their story saying they asked for a meeting with president obama and was told by the

white house that president obama simply did not have time to meet him. you might remember last year their meeting was cold to say least. now the relationship between the two men seems to be going all the way down hill to icy. and the timing could not be any more important here. the israelis do not have the long-range bombing capabilities that the united states does. and experts here say that the window for israel to be able to bomb iran effectively closes in the next couple of months. this is the time that prime minister netanyahu has to make that very critical go-no go decision relationship with the american president is obviously a critical component of that shepard? >> shepard: what do we know of this phone call between the israeli prime minister and the president? >> probably most significant is what time it happened, which is about now. almost 3:00 a.m. in the middle of the night here in israel. they spoke for an hour. you have got it read between the lines here though. the white house issued this floury statement making this sound like a call between two good friends saying the leaders h quote, an agreement

on close cooperation about iran. however, when i talked to my sources within the israeli community they simply confirm that the call happened and you didn't hear any of that kind of friendly and floury flowery language that you got from the white house coming out of jerusalem. shepard? >> shepard: leland vittert from jerusalem early this thursday morning. mitt romney responded to all of this back and forth between u.s. and israel while campaigning today in florida. >> i stand with our friends in israel. we stand with our allies. we stand with our allies. we stand strong with our allies. >> i can't ever imagine that the prime minister of israel asked to meet with me i can't ever imagine saying. no he they are our friends and closest allies in the middle east. >> shepard: last week governor romney told fox news that president obama has thrown israel, quote, under the bus, an accusation that the white house strongly denies. more than 300 people dead tonight after two massive factory fires. topping our news around the world in 80 "around the world in 80 seconds."

>> pakistan, the flames took over a garment factory last night in the southern city of karachi. a fire chief says most of the people died of suffocation after getting trapped in the basement. others hurt jumping from the burning building. just hours earlier another fire had killed dozens of people at a shoe factory in the east. both incidents raising questions about industrial safety in the nuclear-armed nation. rush sharks state media report at least 10 people died, including a child when a small prop plane crashed in the eastern states. local air traffic control officials say bad weather may have caused the wreck. china, more than a half dozen workers trapped in a flooded coal mine in the southwest province. reports indicate at least 33 others managed to escape and rescuers using large pumps to drain water from the site. this just the latest in a series of mine accidents there. >> chile.
